Particulars of Organization, Functions & Duties

[Section-4 (1) (b) (I)]

1.Objective/ Purpose of the Public Authority :

a) To Supervise & Administer the works of office of C.S.O Balasore as well as the subordinate officers relating to PDS.
b)
To implement effective Public distribution system in the district.

2. Mission/ Vision Statement of the Public Authority :

  To see the interest of beneficiaries within the PDS of the district in pursuance to guidelines issued from time to time by Government in F.S & C.W Deptt. And to ensure the instructions issued by him or any of the Higher Government Authority have been carried out accordingly.

3. Brief History of the Public Authority and Context of its Formation :

  The Civil Supplies Officer is the district level Officer of Civil Supplies Section/ wing of Collectorate works under the Control Collector of the District . Similarly as the District Manager of OSCSC Ltd his functions are specified by the Corporation having its head Officer Bhubaneswar, Orissa.

4. Duties of the Public Authority :

  The Duties of this Public Authority have been enshrined in the following Government orders and letters Nos. issued by Corporation Head Office.
a) G.O. No. 29448/07.11.1985 of Govt. of F.S & C.W. Deptt.
b) G.O No. 8226/27.09.1985 of Govt. in F.S & C.W Deptt.
c) Notification No. 20150/29.07.2000 of Govt. in F.S & C.W. Deptt.
d) Letter No. PL-IC- 14/2000- 20013, dt. 27.07.2000 of Commissioner-Cum- Secretary to Govt. F.S & C.W Deptt.
e) Letter No. 4286(B)/21.11.89 of corporation Head Office.
f)Duties as under FDS (Control)Orders 12001 & 2001.

As under E.C Act. 1955 and Civil Supplies Manual.

5. Main Activities/ Functions of the Public Authority :

  To see the interest of beneficiaries within the PDS of the 3 district in pursuance to guidelines issued from time to time by Government in F.S & C.W Deptt. And to ensure the instructions issued by him or any of the Higher Government Authority have been carried out accordingly.
  The Duties of this Public Authority have been enshrined in the following Government orders and letters Nos. issued by Corporation Head Office.

6. List of Service being provided by the Public Authority with a brief write up on them :

a) There are 1,80,801 B.P.L beneficiaries of 12 Blocks and 4 U.L.B of this District are greeting BPL rice 25 K.G each in a month of Rs. 2.00 Per K.G . The monthly allotment of this District under BPL is Q. 450025.
b) A.A.Y- There are 82508 AAY Beneficiars of 12 blocks and 4 U. L. B s of this district are getting BPL rice 35 Kg each in a month Rs. 2.00 per Kg. The Monthly allotment of the district under BPL is Q. 28877.80.
c)
A.P - There are 3472 Annapurna beneficiaries are getting 10 Kg. Of rice in each month on free of Cost.
d) Levy Sugar - Each BPL & AAY beneficiaries are getting 2 Kg of sugar Rs. 13.50 per Kg. Per month as per the availability of the stock.
e) S.K. Oil - Each APL, BPL & AAY beneficiary is getting 4 ltrs per month. The monthly K. Oil allotment of this district is 1610 KL.
f) APL Wheat- it meant for APL beneficiaries 10 Kg. Per card Rs. 7.00 as per availabiltiy.
