It is the state RTI Portal of Government of Odisha evolved and monitored by Information and Public Relations Department. This Portal has been developed with an objective to provide single point access to all information and services mandatory under the RTI Act, 2005 in respect of all public authorities / Government Offices / Organisations of Government of Odisha. Therefore, an attempt has been made through this Portal to provide comprehensive, accurate, and authentic information on implementation of Right to Information Act, 2005 in the system of governance in Odisha.
In order to implement this Act effectively and efficiently, the Nodal Department evolved this appropriate mechanism in the form of 'RTI Central Monitoring Mechanism' (www.rtiorissa.gov.in) to fully comply with all mandatory provisions of the RTI Act, 2005 and track the progress in a single network. This is a web based centralized database system hosted on web server provided by NIC, Govt. of India. Every Public Authorities (Offices) under Govt. of Odisha has access to the system through a Public Authority account, where there is a predefined Web Content Management System for uploading the suo-motu-disclosure as per section-4(1) (b) (c) (d) of RTI Act, 2005. Similarly the Public Authority account has also options for maintaining and updating the various requests for information received by PIOs / APIOs under section 6 of RTI Act, 2005. The request can be received physically, transferred from other Public authority or can come through online. By using this account, every Public Authority has the advantage of adhering to prescribed time-limit for disposal failing which he/she is liable to be penalised. At the same time the citizen has the satisfaction in obtaining information from the PIOs in due time, thus, posing trust on the Govt. system. This software also generates all the registers as prescribed under the Odisha Right to Information Rules, 2005.
The updation of proactive disclosure information which is very crucial to the success of this Portal is the result of a collaborative effort of all public authorities of Government of Odisha. The Nodal Department has signed an MoU with Content Service Provider (CSP), Luminous Infoways for development, implementation and maintenance of information of all Public Authorities of Govt. of Odisha within a prescribed time limit as by Section-4(1) (a) (b) (c) (d) and 25 of RTI Act, 2005.
All these activities have been undertaken by the State RTI Implementation Cell created inside the Information & Public Relations Department. Further, for the smooth implementation of the System a Chief Monitoring Officer with two Deputy Chief Monitoring Officers have been functioning inside the Cell. CSP, engaged by the nodal department is presently updating the information to the portal as well as maintaining it through a Content Management Interface.
